The County Engineer reports to The Office of County Administration (OCA) and oversees the Harris County Engineering Department of approximately 695 full-time employees. The Department consists of several core areas of services including, Study, Design, Bid & Construction Services for Road & Bridge Projects, & Traffic Signals, Capital Design, Bid, Construction of the majority of County Facilities, Acquisition of Real Property & Tax Sales Coordination Services, Utility Coordination Services, Maintenance of the Majority of County Facilities, Permitting and Floodplain Management Services, Regional and strategic planning Services, Disaster Recovery Operations - Continuity of Government Task Force, Household Hazardous Waste Services. The County Engineer is also responsible for the oversight of the departmental budget. In addition to serving as the Operational Leader of the Engineering Department, the incumbent will have budgetary oversight and must be a skilled people leader, comfortable leading a diverse and robust workforce. The Facilities and Property Maintenance (FPM) Division maintains 149 diverse facilities, totaling 10.7 million square feet of space over almost 1,800 square miles of Harris County. Our facilities include county annexes, libraries, office buildings, jails, and courthouses to name a few. Our facilities are used by the public and county employees, some of which are always open.

Essential Duties and Responsibilities

  • Manages and oversees the operation of assigned divisions; develops and implements goals, objectives, and works standards for the department; monitors workload, output, and efficiency of assigned divisions; plans, schedules, supervises, reviews, and evaluates the work of assigned staff; provides training and development to assigned staff; aids staff in resolving problems
  • Manages long-range planning and development of the County’s engineering functions; provides budget projections for areas supervised and monitors costs throughout the year
  • Oversees compliance with all applicable laws and regulations across the organization
  • Oversees development and implementation of strategic plans to achieve organizational goals and objectives.
  • Develops and implements goals, objectives, and work standards for the Engineering Department Performs interagency negotiations and contract review in relation to joint engineering projects
  • Represents Harris County to other government agencies, community groups, boards, developers, contractors, and the public in relation to engineering work activities
  • Promote a culture of transparency and communications throughout the organization
  • Create and cultivate positive relationships with key stakeholders, including community and governmental leaders
  • Oversee management of challenges in the internal and external environment to project business interests
  • Responsible for disaster planning, response, and recovery where public infrastructure and private disaster damage is related

    • Bachelor’s degree in Engineering or a related technical discipline
    • Registered Professional Engineer (Texas upon hire)
  • Experience:
    • A minimum of seven (7) years of experience in engineering in a leadership capacity
  • Knowledge, Skills, and Abilities:
    • Knowledge of technical principles related to civil engineering, transportation, urban planning, and land development, especially related to resilient, environmentally friendly, and sustainable development
    • Understanding of the federal, state, and local legal framework related to land development
    • Strong verbal and written communication skills and ability to communicate effectively with stakeholders and the general public
    • Ability to perform technical writing and ability to read technical codes
    • Basic computer skills and proficiency in Microsoft Office programs and quick ability to learn department supported application programs shortly after hire
    • Ability to read construction drawings, plats, civil drawings, and survey deeds
    • Ability to make complex, critical decisions, sometimes under time pressure, based on available information
    • Ability to lead and manage a diverse set of activities in support of strategic objectives
    • Ability to understand the objectives of a strategic plan and align resources to accomplish those objectives
    • Ability to handle highly sensitive and confidential information at all times
    • Ability to self-start; assume ownership in setting goals
    • Utilize exceptional time management skills and effectively prioritize and manage multiple tasks/initiatives
    • Ability to build a diverse team of senior leaders to execute organizational objectives
    • Requires strong knowledge of budgeting, the ability to read financial data and documents, and the knowledge to implement financial plans
    • A valid driver's license (Texas upon hire) and a good driving record

General Information

  • Work Environment:
    • Work is generally performed indoors in a normal office environment with acceptable lighting, temperature, air conditions, and noise levels
    • Extensive use of a video display terminal (computer monitor)
  • Physical Demands:
    • This position requires sitting for extended periods of time with occasional frequent standing and walking and occasional ascending/descending stairs, bending, stooping, and lifting up to 25 lbs.
  • Position Type and Hours of Work:
    • This position involves daily oversight of employees It also involves interface with organizations and individuals outside of Harris County, as well as elected officials of Harris County
    • Typical work routine is eight-hour days Monday through Friday but also subject to frequent early morning, evening, weekend, emergency, and holiday work
    • Attendance to public meetings is required and the length of time for attendance varies

    • 1 Exec Admin Asst., 1 Intern (summer), 2 Senior Directors, 2 Asst. County Engineers
